• Summary Reliability Indices - ISA

The Synthetic Reliability Indices (ISA) definitively replace the sector studies starting from the 2018 tax period, in implementation of Legislative Decree no. 50 of 2017, and represent a tool intended to provide professionals and businesses with accurate and transparent feedback on their level of fiscal reliability.

The ISAs are developed with a methodology based on analysis of data and information relating to multiple tax periods, and represent the synthesis of elementary indicators aimed at verifying the normality and consistency of business or professional management.

They allow economic operators to independently evaluate their position and verify the degree of reliability on a scale of values from 1 to 10 recognized to each taxpayer, in order to allow the latter, on the basis of the data declared within the ordinarily foreseen terms, access to a specific prizely system.

To be assigned the ISA score, the taxpayer must communicate to the Revenue Agency, using the appropriate forms, his/her relevant economic, accounting and structural data.

ISA's do not apply to tax periods in which the taxpayer:

  • starts or stops the activity or is in a condition where the activity is not normally carried out;
  • declares revenues or compensation exceeding the limit established by the decree approving or revising the indices;

ISA's do not apply to:

  • minimum and flat rate taxpayers;
  • "multi-activity" taxpayers, not included in the same ISA, if the revenues from non-prevalent activities exceed 30% of total revenues;
  • non-commercial third sector entities that determine income pursuant to art. 80 of Legislative Decree no. 117/2017;
  • voluntary organizations and social promotion associations that determine income pursuant to art. 86 of Legislative Decree no. 117/2017;
  • social enterprises;
  • cooperative companies, consortium companies and consortia that operate exclusively in favor of member or associated companies and cooperative companies established by non-entrepreneurial users that operate exclusively in favor of the users themselves;

The ISA forms, with reference to each period of application of the synthetic reliability indices, are approved by order of the director of the Revenue Agency and made available on the institutional website of the Revenue Agency in the section relating to ISAs.

An administrative fine of 250 € to 2,000 € is foreseen (article 8, paragraph 1, of legislative decree no. 471/1997) in the following cases:

  • omission of communication of data relevant for the construction and application of ISAs;
  • inaccurate or incomplete communication of the same data.

  • Provision of 28 February 2024 - Approval of no. 175 models for the communication of relevant data for the purposes of the application of the synthetic indices of fiscal reliability, to be used for the 2023 tax period, of the model for the communication of relevant data for the purposes of drawing up the proposal for a biennial composition with creditors for the periods 2024 and 2025 tax and for the related acceptance, of a system for importing data of synthetic tax reliability indices for the purposes of simplifying the related declaration fulfillment (Published on 02/29/2024);

  • Provision of 28 February 2024 - Approval of the technical specifications and controls for the electronic transmission of relevant data for the purposes of the application of the synthetic indices of fiscal reliability for the pi.i. 2023 and the relevant data for the purposes of developing the proposal for a biennial composition with creditors for the 2024 and 2025 tax periods and its acceptance (Published on 02/29/2024);

  • Provision of 29 January 2024 - Identification of the relevant data for the purposes of the application of the synthetic tax reliability indices for the 2024 tax period and program of revisions of the synthetic tax reliability indices applicable starting from the 2024 tax period (Published on 30 /01/2024).
